The UK and US have hammered out a key trade agreement that will ensure zero levies on UK pharmaceutical shipments going into the American market.

Key Provisions of the Pact

Under the terms of the agreement, the UK has agreed to boost spending on medicines through the National Health Service (NHS). This pledge ensures that import taxes on these vital goods will be held at nothing for a duration of the next three years.

This deal follows earlier warnings to hike import taxes on branded drug imports, with potential rates discussed as high as double the cost.

"This deal between the United Kingdom bolsters the international landscape for innovative medicines and introduces much-needed fairness to American-British pharmaceutical trade," an announcement noted.

Economic Importance

Medicines are one of the the United Kingdom's largest exports to the America, which is clearly the largest destination for leading British pharmaceutical firms.

Statistics indicate that in the 12 months prior to September, the UK shipped drugs valued at over eleven billion pounds to the US. This amount represented a significant portion of total UK exports in that span.

"This agreement protects jobs, increases capital expenditure and sets the stage for the UK to establish itself as a international leader for medical research," a minister stated.

Key NHS Changes

The deal entails several specific commitments from the British government:

  • Revised Affordability Limit: The UK will increase the affordability limit at which it considers new therapies to be prohibitively costly by twenty-five percent.
  • Higher Drug Budget: There is a goal to increase total public funding on drugs from 0.3 percent of Gross Domestic Product to 0.6% over the next decade.
  • Rebate Cap: The amount drug companies must pay back to the NHS to control costs will be capped at fifteen percent. In the past, rebates topped 20%.

Broader Context

This agreement comes amid a long-running tension between the sector and the British authorities over medicine costs and approval rates.

This friction were heightened by arguments that US consumers were charged several times more for the same drugs than people in the UK and Europe.

In recent months, several significant pharmaceutical investments in the UK have been delayed or scrapped, while substantial funding commitments have been pledged toward projects in the United States.

One official stated that the NHS had to increase expenditure on drugs, noting that its expenditure on drugs had decreased as a share of its total funding over the past decade.
